Tivoli framework includes the command - wbkupdb - which makes a backup in
the /var/spool/Tivoli/backups directory. You could then tar them onto a
tape from there.

Its been awhile, but I believe you can just "tar" the NetView databases up
on a UNIX system:
cd /usr/ov/databases/openview
tar cvf /my_tar_directory/ovwdb.tar .
I can't help you on the "Tivoli" database though.
