You secondary DNS server still has to be a primary for the
1.0.0.127.in-addr.arpa zone with the entry there of "loopback" and
"localhosthost".
If this still doesn't work for you then check file "/etc/netsvc.conf"
If it does not exist, create it.
It will consist of one-liner:
"hosts = bind , local".
