With a manageable CSU/DSU, Netview has visibility there. For example, I use
an Adtran Smart-16e CSU/DSU shelf -- it will send a trap when a circuit
loses carrier, for example. It will also let me poll it for T-1 performance
counters, which you can collect and/or run thresholds against ;-)
