Are you expecting a NetView up event (IBM_NV6KUP_EV 58916964) on your own box?
Typically you do not get one. Rather you get one about another NetView which
has gone down and up.
Netmon issues the event as part of his normal status check. He knows from the
database that the box in question has NetView installed (that was determined at
some prior config check), and so he issues an snmpget to the box in question for
the NetView MIB, which mgragentd has registered for (mgragentd is a smux peer so
snmpd will pass those requests onto him). When mgragentd responds, then netmon
knows that NetView on this remote box is up, and if that is a change from the
previous condition, the IBM_NV6KUP_EV 58916964 is issued.
