        Check out the permissions of the /usr/OV/sockets directory.
        This is what my ls -lR looks like.

So, make sure everything is 777.  The same holds for /tmp/.tivoli

It could also be a ulimit problem.
make a file called /usr/OV/bin/applsetup with the following lines in it.

ulimit -c unlimited
ulimit -f unlimited
ulimit -m unlimited
ulimit -t unlimited
ulimit -d unlimited
ulimit -s unlimited

Not all ulimit can be set if you are not the root user, but the errors may
be ignored e.g. ulimit -f.

Hope this helps (its what IBM did for me before they told me to start nv6000
as root (see previous mail)).
