You're not alone!  I experienced similar problems when I upgraded RME
v2.0 to v2.1.  I wasn't
missing as much as you indicated, but I had key menu items missing.  So,
what did I do?
I did what cisco recommended, and upgraded to RME v2.2.  It didn't help
at all.
What I ended up doing was to uninstall the whole mess.  I then
re-installed from my base CD's
and upgraded to the latest maintainance available, which is RME v2.2 &
CWSI v.2.4.  This
seems to have solved most of the problems.  So the intermediate
maintainance install for AIX
seems to be the issue.

BTW, my NOC staff tells me on windows NT, netscape will often lock up
using RME, but IE 5.0
seems to work ok.  They have opened a TAC case on this.
