Well, you say you are doing a full stop, and you have fixed netnmrc, but
you
don't say that you are using netnmrc to restart the daemons. So unless you
have also fixed the user environment to source the tivoli environment, you
are still running without it, which explains the 255. Do what you did, but
instead
of ovstart, do /etc/netnmrc.

Anyone have any ideas on what else to try on this before calling support?
After a system reboot, ovtopmd and netmon aren't running. I do ovstop,
ovstop nvsecd, ovstart nvsecd, ovstart and everything cranks up and is
working fine.
nvstat shows two actionsvr daemons, not sure why (don't know if this is
related):
DAEMON NAME PROCESS PARENT DEPENDENCIES
actionsvr 4028 ovspmd nvsecd,nvcorrd
actionsvr 25024 4028 nvsecd,nvcorrd
Not sure about syntax in the .lrf and ovsuf files, but is it safe to assume
that it is correct based on the fact that I can ovstop and ovstart to fix
this?
Tivioli environment variables are sourced in /etc/netnmrc prior to ovstart:
if [ -f /etc/Tivoli/setup_env.sh ]; then
. /etc/Tivoli/setup_env.sh
fi
