I'm not sure which cisco MIB you are looking at for these variables but
usually OperStatus is read-only because it reflects the actual operational
state (you should not be able to set it) ....

....whereas AdminStatus is read-write, so you can bring about changes in
state, which will be reflected in OperStatus.
