Hello:

this usualy means the snmpd daemon is not running.

you can check this by :

lssrc -a -> snmpd will either not be present or will be 'inoperative'
if inoperative : kill it first

to start it :

1. log as root
2. startsrc -s snmpd
3. check its status with the above command
4. start netmon
