You need to always have a map open on the server to be able to open Web
Client views of the map. There is no way (at least that is supported) to
avoid this behaviour at present.

Subject: [NV-L] Map availability Netview Web client interface
To all.
With NetView v6.0 it is possible to see the NetView map using the NetView
Web client. My problem is that I cannot open a map (File => Open map)
because there is no entry to select. This entry will only be there if
someone else already opened a map using Xwindows.
Is there a way to avoid this behavior or should I always ensure that at
least one map is opened with Xwindows at all time ?
