    I had the same problem in our office.
    I solved this by copy all /usr/OV/security directory from another
machine with a clean NV6 instalation.
    Then I had to define again all my users in the nvsec_admin.

I have migrated from 5.1 to 6.0.1. In the procces all security configuration
files were migrated but associates whit groups definitions. I have changed
some permissions whit nvsec_admin and turn on security, but the user still
has the defaults. Someone can help me?.
