You need to understand that using SNMP and using telnet or ping are not the
same thing.  Just because you have connectivity to the box does not mean
that your are using the proper community name or that the agent on the box
is active.  You should check both of these things because either one can
cause an SNMP timeout. And you are correct that this MIB is an SNMP V2 MIB
and must be loaded with the SNMP V2 MIB loader.

The error message is :
"Error detected while loading MIB File: /usr/OV/snmp_mibs/hpicfoid.mib.
This MIB cannot be loaded until the following problem is corrected:
Line 10: Error defining object: found 'MODULE-IDENTITY'

Expected one of the following:
     OBJECT-IDENTIFIER
     OBJECT-TYPE

So I gather its a parsing error and perhaps the keyword isn't defined
anywhere, but I can't locate which MIB I should lod before that.

Here are the first few lines of it:

I guess it would be a SNMPv2 file, however when I try to load it with the
SNMPv1/SNMPv2 command, the SNMPv1/SNMPv2 browser does not seem to load
properly. When I do browse the messages come up saying "Sending SNMPv1
request to x.y.z.a" and some time later it will come back with "SNMP Error:
SNMPAPI_TL_TIMEOUT - No Response before timeout" And the timeout is set up
60 seconds which is way above what I can telnet and ping to the device.

You can open the MIB file with a text editor and look at the header which
will tell you whether it is v1 or v2.
