Rule forwarding

AIX 4.3.3 NetView 6.0.1

I have a rule created that ends in an "Action" that runs a script to page. If I
read the manual correctly I need to create a dynamic workspace using this rule
to activate it. I can also edit the ESE.automation file to automatically load
the rule. My question is, will either of these methods work if the NetView GUI
is NOT open like it does when you select to forward to TEC?
