The manage/unmanage operation is relative to a map. You can have more than
one map, and you can have something managed on one map and unmanaged on
another.  Manage/unmanage is not really an operation on an object but on a
map.   So you must have the correct map open, in read-write mode, and do
you manage/unmanage operation from the GUI.  That is the only mechanism
available at this time.  I know the possibility of changing this has been
discussed here before, but we are not there yet.
