I think you meant to say  "How do I make the Events Application launch in
separate window"
I have attached a copy of my .Xdefaults file.
This does what you are asking and more. 
You can use this file to modify NetView on a per user basis.

You can also make global changes by modifying files in
/usr/OV/app-defaults/.
You will find the records that start with OVw in /usr/OV/app-defaults/OVw.
The option you specifically asked for is in /usr/OV/app-defaults/nvevents.
You will probably want your graphs outside the control desk too. (XNm file)
If no applications need the Control Desk, it is not launched...
You can adjust the fonts to make them larger too.
If you edit the files in /usr/OV/app-defaults/ MAKE A BACKUP COPY before you
start editing!!!
There are a few things that should not be changed in there, just read the
comments.
The files are well documented in the comments...

For NetView for UNIX....

I've heard there's a way for the Control desk to launch in a separate
window rather than as a pane of the Root window.  This is desirable in
our environment where we aren't running large displays with enough
resolution to show such a tall windows.

Furthermore, certain X emulators don't properly emulate the third
mouse button, so it becomes difficult to drag off the control desk
pane via the GUI (I haven't found any menu option to detach that
pane).

I haven't been able to track down which startup files need to be
modified to have Control Panel launch in a separate window, or even if
it's possible.  Any pointers?
