[nv-l] Map settings

I am having a problem with the read-only/read-write permissions of maps in NV7.1  The map that open automatically on the start of NetView always seems to be set to Read-Only, regardless of what is shown in the Open Map dialog.  I can switch to another, but the root one stays as read-only.  If I change the default map, then stop and start netview (all the processes), the map becomes read-write, but the new default is now set to read-only.

 

Has anyone seen this, and is there a way I can set the default map to be read-write?
