Who told you to use /etc/netnmrc? : i check to inittab file and i have see
that in comment 
/etc/netnmrc # start netview

case, well, I'm sorry but I don't know quite what you are talking about.
I don't see a problem with automatic map generation on my system.
Furthermore, OVSNMP is not a process.   I cannot find it with ps -ef. What 
exactly is the name of the process you are killing and why?

Who told you to use /etc/netnmrc?  It is always wise to do that. 
The primary reason to use it to restart NetView is that it is a script 
which guarantees that the proper environment -- the environment variables, 
the right library paths, and so on -- are exported before the daemons are 
started so that they come up with the correct environment. 
But I don't have to use /etc/netnmrc after doing automatic map 
regeneration.  In fact, I don't have to do anything.  The daemons all 
restart fine on their own under that script.

I am not really the guy to answer your question because I don't understand 
the problem you are having.  Perhaps if you provide a more complete 
description to the list of what you are trying to do, what problems you 
are having,   and how you got there, others could help.  If not, a call to 
Support is in order.

hi all nv7.1 aix 4.3.3 

when i do a automatic regeneration map in server setup the OVSNMP won't
stop, i must do kill -9 OVSNMP 
and after i must start netview with /etc/netnmrc WHY ?
