I think the msg slot should always be filled in. That is, the msg slot as
filled in for a default event
is filled in for any event that doesn't have a msg slot defined in
trapd.conf, so anything coming
out of nvserverd will always have a msg slot. Caveat: I'm not looking at
the source code
right this minute.

Here's a loophole that might interest you. If you do not specify an event
class,
the event goes to tec with a class of nvserverd and the msg defaults to the
formatted event. I don't know how, but it is working for me. It will
probably
limit you in lots of horrible ways, though my tec skills are not fancy
enough
to be hurt by it.
