I think you've seeing the same problem as I'm seeing with 7.1.2 -
Interfaces on unmanaged devices with mismatched status between the map
and db. I opened a PMR with Tivoli support and they said this is an
issue the 7.1.2 that is corrected in 7.1.3. Of course, they could not
give a PTF # associated with the problem... I've got 7.1.3 on the way
in to see if that corrects the problem.

Sorry, there is no available documentation on this issue that I can
find. However there will be a knowledge entry from Level 2 on this
issue. Please let me know the result after applying 7.1.3.

An ovobjprint shows the router as Marginal and the interface which
should be Unmanaged as Critical. When I look at the map, the interface
"looks" unmanaged (it is brown and when I right click on it, my options
include Manage). If I Manage then Unmanage the interface on the map,
the Router Up message immediately is issued and the IP status of the
interface in the ovobjprint is now Unmanaged.
What is the problem here?

You are correct. The router should be with the Up status if and only if
all of the managed interfaces on the routers are up. Does this happen to
any other router in your network? Can it be a certain object that is
hidden and this reflects the status of the router as marginal? By
looking at the output of "ovobjprint" and check all the status of the
interfaces that connect to this router.
