I have never used OpenView, but you have a number of options.
An expensive option , one that we use, is Micromuse Netcool. It provides a
reliable transport facility with 'Store and Forward' capability.
An inexpesive (free) solution is to use the API. You said you dont want to
use it, why not? It is simple and straight forward. Read about it in the
file /usr/OV/include/OV/OVsnmpApi.h
