[nv-l] Smartsets

AIX 4.3.3 Netview 7.1.3

The contents of Smartsets are not being updated.  For example I have a
Smartset labeled Router_Unreachable the contents inside the Smartset on the
Read/Write map is updated as the Routers become unreachable or are cleared.
However on the Smartset on the Read Only map it is not updated.  Currently I
have two routers inside the Smartset (Read/Only map) that have Green (all
interfaces are good) routers.  These two particular routers had interfaces
down yesterday but are good today.
