I performed a ovtopofix -a my last day last week, this
morning it is back in the holding area.

"/usr/OV/service/reset_ci" does not resolve the issue, then you may have to
perform a database cleanup...
We like to use the following commands:
ovmapcount -a
ovtopofix -a
Don't
forget to backup your databases before running the above
commands.
