Never heard of Ubuntu.  This is just a guess.

Since sometime early in 7.1, NetView was changed to use approximate colors
if the ones he requested were not available.  Before  then, if the color
request failed, then whatever items on the map which were that color would
get black or gray instead and the display would be worthless.

I'd check the netview_<user>.log and see whether you can see any messages
in there relating to colors.  But even if not, you could specify new colors
in the /usr/OV/app-defaults/OVw file.

On every system that implements the X11 window display system, there should
be a readable text file called rgb.txt, which is generally located in the
directory /usr/lib/X11, though the path might be slightly different on each
operating system.  In that file should be a list of all the colors
available on your system.  Pick some alternative and try it.  Remember to
issue  the X11 command, "xrdb -merge /usr/OV/app-defaults/OVw"  after you
change it to force X to use it.  It's strictly a trial-and-error procedure.

If you choose to try this, let us know whether it works for you.

PS: Now you know firsthand why developers and change teams alike are loathe
to say they support new operating systems.  There are so many undocumented
little things that no one knows whether they will be a problem or not.
Until someone gets a new OS up on an internal system and can start running
full regressions of NetView, you can't tell whether even the simplest
things will work or not.    And until the major Linux vendors standardize
on the same distribution as they have promised, Linux will be the hardest
one to support.

I try to redirect the DISPLAY from a Solaris server running Netview 7.1.3
to
a linux box with Ubuntu distribution (based on kernel 2.6.8).
Netview starts, but some icons (icons in the ToolPalette,
icons of the Workspaces in the ControlDesk, ...) and the submaps
backgrounds have strange colors (white is yellow, etc).
Does somebody have an idea on how to solve this ?
