Ah OK, I thought as much. 

The staff here just want to add general notes to devices that have gone
down, i.e. add a reference helpdesk ticket ID, information on why it is
down, what the resolution time might be etc.

The Acknowledge/Unacknowledge is just a display issue on map.
It does not change the real status of objects in object and topology
databases.
netmon doesn't care and knows nothing about whether an object is
acknowledge or unacknowledge.
All the netmon processing will remain the same as it otherwise would be.

As for the web console and notes on objects, I don't know of any way to
do that.  WYSIWYG.  What kind of notes?  You can create and set fields
on objects which you can then see by getting the object information, but
that's rather a bit of work to do for temporary stuff
