Non local maps

Hi All

I did see a question like this before however I did not see an answer.

We are running Netview AIX 4.1 and Have to separate management stations with
no clients.
When we list maps there are four non local maps, as root user I am unable to
delete open them
or anything. What causes the maps to become non local and how do I get rid
of them?.
