I've seen this at our shop. In our case it had to do with the install
order of SNMP and Service Pack 3. We assumed something was being
over-written, but couldn't determine what. The following solution
worked for us:
1) Re-Install SNMP
2) Do the required reboot
3) Re-Install the service pack
4) Do the required reboot
Recently an apparent workaround was posted on the Microsoft site(see
attached), but we haven't had the need to try it yet. According to the
doc it is only one DLL being overwritten. Hope this helps.
