I think you have TMR server on which NV is running, right? Or does NV sit on a 
managed node? First,
you must start the server oserv locally as the user who installed the server, 
i.e. root. So log in
as root to the box and run "odadmin start". If it fails,
try "/etc/Tivoli/oserv.rc start". Should work.
