What exactly is the problem you are trying to solve here  and what symptoms
does it display?

There are man pages in AIX for snmpd.conf and snmp.peers which may help.
Generally,  the smux entries in them must match.  "smux" stands for " snmp
multiplexed" and the basic idea is that a peer agent can register his OID
with snmpd, so that if an snmpget comes in for that OID, snmp will hand off
the responsibility for responding to the peer.   The peers are supposed to
register on start up with snmpd, using the info in the snmpd.peers smux
entry, and snmpd validates that the peer  is the correct one using the info
in the snmpd.conf smux entry.  At least that's how it should work.  NetView
uses this technique for the mgragentd and the trapgend daemon on AIX.

I'll wager that if it is not working, you can find error messages in the
snmpd.log file (snmpd.conf tells you where that is) and there is probably a
log to go with the netscape agent, too.   Does your doc say anything about
that?

But the first question you might try to answer is this:
When it says,
     smux   1.3.6.1.4.1.1.1450.1   ""   IP_address   net_mask

are  "IP_address" and "net_mask" constants or are you supposed to
substitute the actual values for your box in the entry?

The previous suggestions I got about using the netscape enterprise server
mib with my netview helped me move
in the right direction.  I now know that the netscape subagent is working
correctly and sending messages.
So Im thinking the problem is with the snmpd.conf and the snmpd.peers files
on the target machine.

However according to the netscape manual:

    For example, you might add this line to the snmpd.conf:
        smux   1.3.6.1.4.1.1.1450.1   ""   IP_address   net_mask
    If you need more information, see your related system documentation for
details.

And that is the extent of their manuals help on using their server with
AIX.

Is there anything besides these two files that could need to be configured
on the target machine?
