I retried this yesterday after restoring the system and it worked OK (after
I de-installed lannetDM).

If you are getting the blue screen of "CDE death", make sure that you
source your Tivoli environment in a .kshrc file, rather than in
.dtprofile or .profile.  Otherwise, I believe the problem is that your
various libraries get loaded in the wrong order but the symptom is
definitely that after installing NetView, your CDE login hangs.  I make
sure that .profile has a line with:
    export ENV=$HOME/.kshrc
and $HOME/.kshrc has a line with
    .  /etc/Tivoli/setup_env.sh                (not "dot" and "space"
before /etc....)

Other than that, it looks like you had an OK NetView install - it looks
like maybe lannetDM is the piece that stuck.  I'd definitely de-install
that first, if possible.

Sorry if this is teaching granny to suck eggs but I have seen this one
again myself this week.
