I found my own answer. There is a job scheduled with AT called snmpodump
that was (automatically during the install) scheduled. I just had to remove
the entry and the purge stopped. I found the answer under documentation for
installing TDS for NetView 1.0. I was surprised that the Tivoli Technical
support folks did not find the answer before I did.

We have installed NetView 6.0 on NT 4.0 with data being stored in SQL. We
are trying to maintain a 60 - 90 day history on SNMPCollect data. The
NetView is purging records when the database reaches approx 60,000+ records.
We have tried setting purge to never, as well as setting the purge to only
happen once a month.
