From what I read it became standard 2/2002?

Correct me if I am wrong, but isn't SNMP "v3" still an un-ratified standard? Any implementations would be vendor proprietary right?

I would think NetView support would come after a final standard.

There is no SNMP V3 support announced for NetView at this time, so you
cannot expect anything from NetView in the short run.

Are you saying that if you enable this RAT feature, then your Cisco
routers will only support SNMP V3 requests?  That they will not honor an
SNMP V1 request for MIB-II data, which is all that NetView needs for a
config check or discovery?   That seems awfully restrictive.  One of the
features of SNMP V3 is supposed to be that you can designate which parts
of the MIB tree are secure and which are not.

Perhaps you should arrange to try this on one router and see what happens.

Yes,

Router Audit Tool (rat) is a tool to audit Cisco IOS configurations and
display the results in an HTML format. Since   SNMPv3 provides secure
access to devices by a combination of authenticating and encrypting
packets over the network, its recommended when using RAT. We are still in
the process of researching this. But from what we understand we must
configure snmpv3 on the routers who will use RAT..
So if Netview does not support snmpv3, we wont be able to monitor them.
Before I tell management NO on Netview, is there anything in the works for
v3?

It's gotta be the "Router Audit Tool" released by SANS and found on http://www.cisecurity.org/

No, NetView does not support SNMP V3 at this time.

Can you explain what "RAT" is and why it would require NetView to use SNMP

V3 in order for you to implement it?
