Was the object deleted? I use to have the problem where I received the java exception error but the object was indeed deleted. But ths error reports connection refused. Do you have all the Web Console processes running - webserver, snmpserver, etc.
 
I recently built a new NetView installation on a brand new server running AIX 5.2 with Java 1.3.1 and 1.4.1 and no longer receive any warnings when deleting objects.
 
List your NV processes with nvstat and show them here.
 
List your java filesets installed on the server. (lslpp -l | grep -i java)
Also run:
        which java
        java -version

Deleting an object that exists in Netview database gives the following java connection error:
