How did you examine the packet? Run trapd with the -x option and he will dump the incoming packet in hex to the trapd.trace file. He should also dump the translated SNMPv1 version of the trap in hex and any error messages to that file as well. That's what you'll need for diagnosis. There are literally dozens of reason why a packet might be rejected so there is no way to tell from just trapd.log. You need the full trace and the hex dump to tell why.
