There is no nvmail on AIX, you can however create a ruleset or use
a command for automatic action.
The rulesets are covered in a Redbook(its old, but it is still the best doc
available for creating NetView rulesets):

The command for automatic action is just part of the trap configuration.
Open the trap configuration GUI(xnmtrap), find the trap you want to
alert on and "Modify" it. The last line in the new window is a "Command
for automatic action" and you can put a script there. So if you have the
capability to create a SMS alert from the command line, you can do that
here, or run a script that does it.
