Changing the IP address of a Tivoli Framework node is covered in the
Maintenance and Troubleshooting Guide GC32-0807.

If it's a simple managed node:
1. Log in to the Tivoli server as a user for which your Tivoli
administrator has the super or senior role.
2. Ensure that your system environment is set correctly.
3. To change the recorded IP address for a managed node, enter
the following command:
odadmin odlist change_ip <dispatcher_id> nnn.nnn.nnn.nnn
4. To start the object dispatcher on the managed node, enter the
following command:
odadmin start <dispatcher_id>
If your changing a TMR Server it's a bit more complicated; see the book.
Changing a hostname is very difficult.

In my environment the Netview is Framework based, do simple changing the
IP address and running reset_ci will work fine. Is it dont affect the
Database, then what has to be done in the Framework.

The NetView server itself is usually easy, did you search the list
archives? There are a number of posts for changing the NetView server IP
address both with and without Framework. We've done it as simply as
changing the IP and running reset_ci, and also had to do the Framework
piece, it all depends on your particular environment.
Also beware of any access lists or security for devices NetView
monitors. If your environment is locked down like ours, you may need to
change ACL's too.

Iam using AIX 5L server for Netview v7.1.4.4, DB is Oracle 9i, my
reporting tool is Wan Insight. I need to change the IP address of both
the netview server and the wan insight application server. My database
is residing in the same netview box. Please tell me the procedure for
changing the IP address and the pre-requiste to be followed in the
application server, Database and Netview Server while changing the IP
address.
