Hi,

I had this problem on a Solaris 2.6 system. It may also apply to a 2.5.1 system.
The problem was that the answerbook server was running on port 8888. The
ovwdb deamon also needs port 8888. The solution was to reconfigure the
answerbook server to use another port.

My general problem with the Tivoli installation proces for NetView is that
it did complete without any errors, but it turned out that it did not
install all filesets due to the abovementioned problem. The
/usr/OV/conf/ovsuf file was in one of the missing filesets.

Your problem may be similar.
Maybe someone (James ?) can point to some installation log files to check
(if any ?).
