Did the IP address change at all? This error happens often when the address
changes or the host name changes. Make sure host name resolution is set
properly. Try running "oserv -k $DBDIR -n by_name" and see if that helps once
name resolution is set. The information on this sort of problem can be found in
the Tivoli Framework Planning and Installation Guide, Chapter 13.

I think I may need to do this because when I run the tivoli command
I get the following message:
# tivoli
destination dispatcher unavailable
The netview stuff still runs and I can start and stop it just fine but I
cant get to the GUI screens that allow you to install Netview Client or
see Policy Regions and more...
So , I think I have to do a migration install.
