Well this may be a long shot but have you checked the host file? make sure that 
there is only one entry in the hostfile for Netview. Make sure Netview's name 
and address are ok. Sometimes a new entry is added at the end of the hostfile 
make sure to delete that. 

I once had a problem with the map and it was conflicting hostnames. 

I failed to ask earlier you are moving from one system to another (2 separate 
boxes) right? Are they in the same subnet? This is what I did when I tried 
copying  the db./ moving the maps from one system to another (6.0 to 6.02) 
within the same subnet.

FROM SYSTEM:
1) stopped all daemons and guis, preferrably. However, I was able to do it only 
with an ovstop netmon
2)take a opy of the /usr/OV/databases
 pax -wvf archive_file_db.tar /usr/OV/databases
3)take a coy of any other files you may need. I did symbols, fields, bitmaps.
4) restart daemons

TO SYSTEM:
1) FTP all tar files (binary)
2) stop all guis
3) stop ALL daemons
4) deleted the contents of /usr/OV/databases
(if you tar any others then delete them as well)
5)Restore DATA
pax -rvf archive_file_db.tar
6)run /usr/OV/service/reset_ci
7)ovstart
8)netview
