The first entrance in your location file, which is MidWest, should be a different (and greater) kind of container, like State or City. You cannot have a parent container of the same kind of a child container. Try this:
 
MidWest 0 State
OH 0 City MidWest
KY 0 City MidWest
IN 0 City MidWest
WV 0 City MidWest

Dayton 10.x.x.x Site OH
Dayton 10.x.x.x. Site OH
Dayton 10.x.x.x Site OH

OK that seems simple enough right?  Should create a container in OH called Dayton.   Since OH is already defined in MidWest.  

I keep receiving the following error though.

location.conf[409]: Dayton 10.x.x.x Site OH
     Unknown parent location: 'OH', parent entry must occur before child

any ideas.
