I can only advise you with what I know, and this is outside the realm of my
experience.  I suggest that you open a problem to IBM Support.
I have 7.1.4 FP03 running on my Windows box, an XT Pro, and I see nothing
of the sort.

As far as i can remember its an english version ( every thing is in
english)  i am not translating it. So if i use  PJ30326 will it fix the
problem?

Recreate Steps:
1. Open Server Setup.
2. From the pulldown in the Daemons tab, select snmpCollect Daemon.
Error: An unsupported operation was attempted.

A tester just sent me a note about this.  Could you be using a non-English
version of the product?   Because the English version was fixed before
7.1.4 FP03 was shipped but the non-English versions were not.
They saw this message with regard to the translated Japanese, Korean, and
Chinese versions, but not in English.
The fix is PJ30326 for that.  If you need a test fix for that, then you'll
have to open a problem to NetView Level 2, and have one built
