I think you are making a false assumption here.   I don't see that your question
is relevant.  What matters is that trapd tried to bind to 162/udp and the OS
denied him saying it was already in use.    I think you are assuming that trapd
checks some file or other  to see if the port is available and issues the
message if it is not.  That's not true so far as I know.

If trapd is not running, do a netstat  -a.  Is there a listing for snmp-trap?
(Or do a netstat -an and look for UDP 162).  If so, and trapd is not running
then something else truly does have that  port.

Yes, I have rebooted the machine.  The thing of it is, no one has the port.
I have checked via "netstat".  Let me be more direct with my question.  In
the NT environment, given no changes to the lrf or O/S, what is the "trapd"
startup sequence?  Meaning, what socket checks (if any) and/or what file
checks (if any)?
