Xu is correct.  I can get the 1069 error by just disabling the NetView service
and rebooting the box.
Use Control Panel --> Settings to make sure it is enabled and started.  You may
have to reboot.

The NetView service is initial run under the NetView
userid in NT.  The ID is normally assigned Administer
privilage and/or Log On As Service privilege.  Did you
change the password for the NetView ID?  if you did,
you have to change it under Control Panel -> Services
-> Netview.

If someone happens to delete the NetView ID, either
recreated using usrmgr, or launch the service using
another ID with the correct privilege.
