Frank,

Port 162 is used for SNMP Traps.  There's another
application acting as the trap receiver on your box.
It could be the NT default trap daemon, or Bay
Optivity, Openview, Spectrum, etc.  You can look under
\winnt\system32\drivers\etc\services, to find out
where exactly is it mapping to.  I don't know too much
about where to disable Optivity, but for NT, go to
services, under SNMP Trap Service, the default option
should be disabled.
