Thanks Jane, I checked the NetViewRealm.properties and all users including the newly created one are pfresent, but still I can connect throught the Web Console using the new user name, I get the message saying that the new user is not recognized ....

NetView security on/off should have no effect whatsoever on the web
console security. The files that actually get configured by the Web
Security application are in /usr/OV/www/conf - look at the .properties
files - NetViewRealm.properties should have your users defined,
including their encoded password, role and scope.
