I have no idea about filesets. That is AIX's responsibility. The question is,
does installing this fileset give you a link or libraries so that there really
is something that matches our export in the netview script:
export LIBPATH=/usr/lpp/X11/lib/R5:$LIBPATH
If /usr/lpp/X11/lib/R5 does not exist, an you are having problems with the GUI
hanging, then you will have to obtain it and install it.

It does seem to contain a bit ( ie. a lot ) less than the X11.base.lib
fileset, but
I'm pretty sure this has been installed on all of the machines I've seen.
Does anybody have the complete procedure for verifying this requisite?
