I would gladly be part of the group.

If Netview were like General Motors or some other big Mfg., it would not take a
formal request for an improvement.   They would listen to the complaints and
user wish list and try to incorporate them into their product so it would be
better than their competition.  The point being that IBM Netview people listen
to this list and hear the wishes to make it better, but always insist on the
user putting in a formal request.     It's their product and job at stake not
ours.

PS.  I cannot see it from their side so don't know all the issues in doing it
this way.
