Ray,

The problem is actionsvr is not starting.  An exit code of x'ff' (255) is a self-imposed shutdown, and there may be a message in its log as to the problem it found.
etc/services port numbers and names added by NetView are supposed to be removed during the automated cleanup after most types of installation failures.  After the fact, they may not be there, as you have found.
Please call support with this issue.

Hello Everyone.
 
NV 7.1.3 on AIX 5.2 - 
I'm trying to upgrade to 7.1.4 via the Framework installation method. The install gets to nearly the end and then fails with errors. You can actually start most of the daemons except nvlockd. nvlockd fails because the /etc/services does not have any NetView services anymore. I run all the checks before installation and I have even increased my NetView file system sizes to maximum possible size but I still get the following error:
