Check /usr/OV/security/cmds for unsecure versions of the snmp utility which run without the nvsecd daemon active.
Specifically, there is a snmpget_unsecure command.

Why do you think the problem is security related?

I think the problem is NetView security related. Should I
be able to run snmpget with security off and the nvsecd
down? This will only work if nvsecd is running. nvauth
-login works and reports security is off.
